Open and transparent government

To the maximum degree possible, government departments need to commit to transparency and an open door policy, welcoming citizen involvement at all stages of process.

Citizens need to have majority membership and vote on each state council and be critical in affecting decision making.

Whenever possible, vital issues need to be brought to the citizens' attention through forums, mass media and newspapers BEFORE outcomes and policies are decided by government departments.
